About this opportunity
Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB) #19-026/CC to establish a term contract for solar-powered Global Positioning Systems (GPS) hardware, installation services, monthly monitoring, and repair services. The procurement seeks a FLEX Model #TT603 Solar Powered Asset Tracker with CAT-M capability or an equivalent product to track County-owned assets, trailers, and equipment. The solicitation includes an estimated annual quantity of 450 GPS units, monthly monitoring services for 450 units per month (5,400 units annually), and repair services estimated at 50 hours. All pricing must encompass labor, supervision, equipment, tools, parts, materials, and accessories necessary to complete the work, with repair services billed at an hourly standard rate for actual time worked between 7:00 a.m. and 5:00 p.m., Monday through Friday, excluding County holidays. The contract will be awarded on an all-or-none, total offer basis to the lowest responsive, responsible bidder, with bids due on April 4, 2019, at 4:00 p.m. to the Palm Beach County Purchasing Department. The successful bidder shall receive an initial 12-month term with options to renew for four additional 12-month periods, subject to mutual written agreement and Board appropriation of funds.
A minimum 15 percent Small Business Enterprise (SBE) participation goal applies to this solicitation, with awards to responsive SBE bidders provided their bids do not exceed the low bid by more than 10 percent. The County reserves the right to apply a 5 percent local preference to bidders with a permanent place of business in Palm Beach County. Bidders must provide Commercial General Liability Insurance at $500,000 per occurrence, Business Auto Liability Insurance at $500,000 combined single limit, and Workers' Compensation insurance in accordance with Florida Statute Chapter 440. Payment shall be rendered only upon the County's satisfaction and acceptance of delivered items and rendered services. While no incumbent vendor information or budget range has been specified in the solicitation documents, the contract structure and pricing requirements suggest a significant investment in asset tracking infrastructure to support County operations across multiple asset categories and locations.
