About this opportunity

Dunn County is seeking proposals from qualified Energy Service Companies (ESCOs) through a Request for Quotation (RFQ) for a comprehensive energy performance contracting project targeting the Dunn County Government Center, Dunn County Judicial Center, and Neighbors of Dunn County facilities. The procurement seeks a single provider to deliver energy-related capital improvements with guaranteed savings, including potential upgrades to solar installation, electrical systems, lighting, heating, air conditioning, building automation, temperature control, facility management, and energy recovery systems. Proposing ESCOs must have a minimum of 10 years of performance contracting experience, be accredited by the National Association of Energy Service Companies (NAESCO), and qualify as an ESCO by the U.S. Department of Energy. The RFQ requires proposers to demonstrate the ability to deliver guaranteed minimum annual energy and operational maintenance savings, along with defined occupant comfort and monitoring standards. The proposal submission deadline is December 10, 2024, with the County intending to select up to three finalists, and the potential contract term not to exceed 20 years, determined collaboratively based on authorizing legislation, project scope, and financial considerations.

The RFQ does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Proposing ESCOs will be required to provide performance and labor/material payment bonds, and the County retains approval rights for any subcontractors. While specific budget ranges are not detailed in the provided documentation, the project involves multiple county facilities and comprehensive energy infrastructure improvements, suggesting a potentially significant investment. The County Board may elect to implement improvement measures in phases pursuant to the final contract, which could provide flexibility in project scaling and financial commitment. The procurement appears to be open to qualified ESCOs meeting the specified experience and accreditation requirements, with the primary evaluation likely focused on the comprehensiveness of proposed energy conservation measures, guaranteed savings potential, and overall project approach.
