About this opportunity
The Town of Groton, located in New London County, Connecticut, is soliciting proposals through a Request for Proposal (RFP 23-10) for a comprehensive 20-year Power Purchase Agreement (PPA) to develop, own, operate, and maintain a solar photovoltaic system and battery energy storage system. The procurement consists of three primary components: a Base Bid and Bid Alternate #1 for solar carports in the municipal annex parking lots, which will participate in Year 2 of the state's Non-residential program, and a Bid Alternate #2 for a battery energy storage system (BESS) at the Groton Police Department. Qualified clean energy developers are invited to submit comprehensive proposals for these renewable energy infrastructure projects. The RFP was issued on December 8, 2022, with a vendor question and answer period running from December 8 to December 21, 2022, and proposals are due by January 18, 2023, at 2:30 PM EST. The project will be administered by Klee Sustainability Advisors LLC and CSW LLC, with the battery storage component participating in the Energy Storage Solutions Program administered by the Connecticut Green Bank and Eversource.
The RFP is open to all vendors without specific set-aside designations or restrictions on organizational types. No incumbent vendors or current contractors are identified in the documentation, and no specific existing infrastructure integration requirements are mentioned. The solicitation specifies Free On Board Destination delivery terms with vendor-specified payment terms, and vendors are expected to provide comprehensive pricing for the entire project scope. While no estimated total value is provided in the documentation, the project represents a significant long-term renewable energy investment for the Town of Groton. The primary project contact is Karl Klein from the Town of Groton, who can be reached for questions and submissions. The project will leverage state incentive programs, including the Non-residential Program and the Energy Storage Solutions Program, indicating potential financial support and favorable economic conditions for qualified developers.
