About this opportunity
The Texas Health and Human Services Commission (HHSC), procuring on behalf of the Department of State Health Services (DSHS), is requesting bids on soft drinks and water for the canteen at Kerrville State Hospital under IFB HHS0017585, with bids due July 8, 2026 at 10:30 a.m. Central Time and questions due June 26, 2026.
The scope covers 21 beverage items organized under NIGP codes 390/91 and 393/77, including diet and regular sodas (Diet Dr. Pepper, Diet A&W, Diet 7up, Dr. Pepper, Big Red Zero Sugar), flavored waters (Sparkling Ice, Deja Blue), and premium bottled waters (Perrier in multiple flavors), with pack sizes ranging from 12 to 24 units per case and annual quantities from 16 to 40 cases per item. Pricing must be submitted on the required Pricing Sheet as firm, fixed prices for the contract life, with unit prices including all labor, equipment, materials, supplies, and related expenses. Price adjustments may be permitted at HHSC's sole discretion using the Consumer Price Index formula or based on federal minimum wage increases, subject to proper documentation and request.
The estimated annual spend is $50,000 based on historical usage from September 1, 2025 through August 31, 2026, provided as a guideline only. The initial contract term runs September 1, 2026 through August 31, 2027, with the possibility of extension for up to one additional year at HHSC's option for continuity of service or transition.
Evaluation criteria focus on meeting or exceeding IFB requirements and specifications, ability to meet delivery performance requirements, and price. HHSC reserves the right to select the bidder offering the best value rather than the lowest price and may make single or multiple awards. No HUB Subcontracting Plan is required, though bidders are encouraged to submit one if subcontracting opportunities exist. Both HHSC and DSHS are entitled to use any awarded contract.
Bids must be submitted via the HHS Online Bid Room (requiring IAMOnline registration) or in person at 1100 W. 49th Street, Austin, Texas. Responses constitute binding offers for 240 days from submission. All respondents must complete the HHS Solicitation Affirmations and comply with state and federal compliance certifications covering suspension and debarment status, E-Verify participation, child support obligations, franchise tax status, Texas Buy requirements, human trafficking prohibitions, and various statutory restrictions on terrorism, Israel boycotts, energy company boycotts, and firearm discrimination.
