About this opportunity
Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB) #21-051/MB on May 27, 2021, seeking competitive bids for the purchase and delivery of sodium hypochlorite solution to multiple county water treatment plants, wastewater facilities, and related infrastructure. The product must meet AWWA Standard B300 specifications with a minimum concentration of 120 G/L (12.0 Trade %) and 10.3% available chlorine by weight, and must be NSF60 certified. The county's estimated annual requirements total approximately 4,995,500 gallons, divided into two categories: 4,945,000 gallons for tanker load (TL) deliveries of 5,000 gallons each and 50,500 gallons for less-than-tanker-load (LTL) quantities. Delivery locations include major facilities such as System #8 Water Treatment Plant (1,500,000 gallons), South Region Wastewater Reclamation Facility (1,350,000 gallons), System #2 Water Treatment Plant (700,000 gallons), and System #9 Water Treatment Plant (530,000 gallons), with additional smaller facilities throughout the county. Bids were due on July 15, 2021, at 4:00 p.m. local time and were evaluated on a firm, fixed unit price per gallon basis, with award to the lowest responsive and responsible bidder on an item-by-item basis. The successful bidder will be awarded a 12-month term contract with four optional 12-month renewal periods, subject to mutual written agreement and annual appropriation by the Board of County Commissioners. Successful bidders must maintain Commercial General Liability insurance ($500,000 each occurrence), Business Auto Liability insurance ($500,000 combined single limit), and Workers' Compensation insurance in accordance with Florida Statute Chapter 440, and must provide certified laboratory reports from the manufacturer documenting product conformity to specifications with each delivery.
The contract is subject to the Palm Beach County Commercial Non-Discrimination Policy and Equal Business Opportunity Ordinance, and vendors must register in the county's Vendor Self Service (VSS) system prior to contract award. The successful bidder is responsible for all transportation costs, delivery equipment including 2" Cam Lock Filler Nozzles, compliance with Department of Environmental Resources Management requirements, spill containment and cleanup, and adherence to U.S. Department of Transportation regulations for hazardous materials handling. Pricing must remain firm for 90 days from bid submission and throughout the contract term, and the county reserves the right to make multiple awards and designate primary and secondary awardees. The county is exempt from federal and state taxes and will provide exemption certificates upon request. No incumbent vendors or budget values were specified in the procurement documents. This contract represents a significant recurring procurement opportunity for qualified chemical suppliers capable of meeting stringent water treatment standards and delivering large volumes to multiple county facilities on a consistent basis.
