About this opportunity
Palm Beach County, Florida issued an Invitation for Bid (IFB #16-053/ZG) for the purchase and delivery of sodium hypochlorite under a term contract, with a submission deadline of July 7, 2016, at 4:00 p.m. The procurement seeks firm, fixed pricing for sodium hypochlorite solution (NaOCl/bleach) to supply Palm Beach County Water Utilities, including the Glades area. Bidders must provide two separate pricing options: Item #1 for tanker load (TL) quantities of 5,000 gallons with an estimated annual demand of 4,995,500 gallons, and Item #2 for less-than-tanker-load (LTL) quantities under 5,000 gallons with an estimated annual demand of 100,000 gallons. The product must meet AWWA Standard B300 specifications with a minimum composition of 120 G/L (12.0% trade percentage), 10.3% available chlorine by weight, and NSF60 certification. Delivery locations include multiple water treatment plants, wastewater facilities, and pump stations throughout the county, with deliveries required within ten calendar days of receiving a delivery order in thoroughly cleaned tank trucks equipped with 2-inch Cam Lock Filler Nozzles. Pricing must be submitted as single, fixed unit prices per gallon for each item category with no escalation clauses permitted. All deliveries must be accompanied by certified laboratory reports documenting batch composition, specific gravity, and specification conformity.
The contract awards will be made on an item-by-item basis to the lowest responsive, responsible bidder. Small Business Enterprise (SBE) participation is subject to a minimum 15% participation goal consideration. Successful bidders must maintain Commercial General Liability Insurance of at least $500,000 per occurrence, Business Auto Liability of at least $1,000,000 per occurrence, and Workers' Compensation Insurance in compliance with Florida Statute Chapter 440. The initial term contract will be for twelve months or until the estimated annual amount is expended, with the option to renew for four additional twelve-month periods upon mutual written agreement and subject to Board appropriation of funds. Bidders must acknowledge compliance with local preference ordinances, drug-free workplace requirements, non-discrimination policies, and criminal history records check ordinances prior to contract execution. The County reserves the right to add or delete delivery locations during the contract term based on actual requirements.
