About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on Sodium Chloride Type 1 Grade 1 Road Salt under RFB 758 2700000125-1, with bids due October 5, 2026 at 1:30 PM ET and written questions due September 23, 2026 at 10:00 AM ET. Kentucky resident bidders receive reciprocal preference against nonresident bidders from states that provide similar preferences; qualified bidders including Kentucky Correctional Industries and certain nonprofit organizations receive additional preference points.

Bidders must submit all line items under a Group All basis; bids offering less than all line items are non-responsive. All pricing is F.O.B. Destination Freight Prepaid and Allowed, with all shipping and delivery charges included in the unit price. Pricing must be submitted electronically through the Commonwealth's eProcurement system and shall remain valid for a minimum of 60 calendar days after the bid due date. Price increases are prohibited during the first 12 months of the contract; thereafter, increases may be requested with supporting documentation of industry-wide price changes and are subject to Commonwealth approval.

The initial contract period is one year from the date of award, with an option to extend for four additional two-year periods upon written approval by all parties and subject to potential renegotiation of terms and conditions. The contract may be extended to other state agencies with vendor consent.

Award determination uses a Best Value ranking approach: Price receives 90 points (lowest-priced compliant bid receives maximum points, with subsequent bids scored proportionally) and Delivery receives 10 points. Vendors must comply with Kentucky tax registration requirements and provide evidence of Commercial General Liability insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate. Bidders must submit required affidavits and certifications prior to award, including campaign finance compliance certification and, if claimed, resident bidder or qualified nonprofit status affidavits.
