About this opportunity

Palm Beach County Board of County Commissioners' Purchasing Department issued Invitation for Bid (IFB #19-069/MB) for the purchase and delivery of sodium chloride in solar salt quality on a term contract basis, with sealed bid responses due on July 25, 2019, at 4:00 p.m. local time. The procurement seeks delivery of approximately 8,100 tons over a 12-month period to two primary locations: Water Treatment Plant #2 in West Palm Beach (5,400 tons) and Water Treatment Plant #8 in West Palm Beach (2,700 tons). The product must be granular sodium chloride meeting ANSI/AWWA B200 standards with sodium chloride content of 96.3-98% on a dry basis and 93.3% minimum on a wet basis, with strict limits on contaminants including calcium sulfate, magnesium chloride, calcium chloride, moisture, lead, copper, and iron. Delivery is required within three calendar days of receipt of a term contract delivery order via pneumatic tanker trucks with certified weight tickets. Bidders must submit unit prices per ton on the Bid Response Form and demonstrate qualification through criminal history records checks and insurance requirements, including Commercial General Liability Insurance of at least $500,000 per occurrence, Business Auto Liability of $500,000 combined single limit, and Workers' Compensation insurance in accordance with Florida Statute Chapter 440. The County reserves the right to make multiple awards designating primary and secondary awardees, add or delete delivery locations during the contract term, and increase or decrease total quantities as necessary. The contract shall be issued for a 12-month term or until the estimated amount is expended, with an option to renew for four additional 12-month periods upon mutual written agreement.

The Affirmative Procurement Initiatives have been waived for this procurement; however, if subcontractors are utilized, Office of Equal Business Opportunity schedules must be submitted. No incumbent vendors or current contractors were identified in the solicitation documents. No minimum order requirements apply unless otherwise stipulated, and the County may add additional delivery locations at the offered price per ton within the original contract expiration date. The solicitation does not specify a budget range or estimated award value; however, based on the estimated quantity of 8,100 tons to be delivered over the 12-month contract period, the total contract value will depend on the unit price per ton submitted by bidders. All sealed bid responses should be submitted to the Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199, with Marva Brown as the primary contact for the procurement process.
