About this opportunity
The Kentucky Transportation Cabinet is soliciting bids for sodium chloride (rock salt) supply and delivery to Highway Districts 7 and 8, with unpriced technical offers due June 12, 2026 at 1:30 p.m. Eastern Time, pricing due June 17, and an online reverse auction on June 18, 2026 at 11:00 a.m., with a tentative award date of July 1.
A reciprocal preference applies to Kentucky resident bidders under KRS 45A.494. The procurement uses a two-phase sealed-bid process conducted through the Commonwealth's eProcurement system (VSS) and the eBridge web-based platform; vendor registration must be completed 24–48 hours prior to bid closing. The awarded supplier must pay a 1% transaction fee to eBridge on the final contract price.
District 7 requires 13,000 tons for early fill and 8,000 tons for seasonal fill; District 8 requires 1,000 tons for early fill and 7,000 tons for seasonal fill. Additional quantities above 120% of these amounts are available at a separate price. Salt must meet Kentucky Transportation Cabinet Standard Specifications for Road and Bridge Construction, Edition 2026, Section 825, and be delivered F.O.B. Destination Freight Prepaid and Allowed. Early fill requires 50% delivery on or before October 15, 2026, and 100% delivery on or before November 1, 2026. Delivery spans eleven counties in District 7 (Anderson, Bourbon, Boyle, Clark, Fayette, Garrard, Jessamine, Madison, Mercer, Montgomery, Scott, Woodford) and ten counties in District 8 (Adair, Casey, Clinton, Cumberland, Lincoln, McCreary, Pulaski, Rockcastle, Russell, Wayne), with specific facility addresses and contact information provided.
The master agreement initial term begins upon award and expires May 31, 2027, with four optional one-year renewal periods. Unit prices must remain firm during the contract term. A 1% per business day penalty applies to late early-fill and out-of-window seasonal-fill deliveries.
Evaluation allocates 95 points to price (lowest bidder receives maximum score) and 5 points to seasonal delivery time (best delivery time receives maximum score). Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability insurance of $1,000,000 per occurrence if using vehicles for delivery. The Commonwealth guarantees purchase of specified early and seasonal fill quantities for the first contract year.
