About this opportunity

The Kentucky Transportation Cabinet is conducting a reverse auction for sodium chloride delivery to Highway Districts 4, 7, and 8 for the 2026–2027 winter season, with Phase 1 unpriced offers due June 12, 2026, and the online reverse auction scheduled for June 18, 2026, at 11:00 a.m. EST. Reciprocal preference applies to Kentucky resident bidders per KRS 45A.494.

The procurement covers salt meeting Kentucky Transportation Cabinet Standard Specifications, Grade 1, Type 1, with moisture content not exceeding 2.0%. District 4 requires 4,000 tons early fill and 8,000 tons seasonal fill; District 7 requires 13,000 tons early fill and 8,000 tons seasonal fill; and District 8 requires 1,000 ton early fill and 7,000 tons seasonal fill. Early fill deliveries must be 50% complete by October 15, 2026, and 100% complete by November 1, 2026, with penalties of 1% per business day for late delivery. Seasonal fill deliveries, placed between November 1 and April 15, must be completed within vendor-specified business days. Districts are required to purchase a minimum of 80% and allowed up to 120% of requested quantities at contract pricing.

Unit prices must be quoted F.O.B. destination freight prepaid to designated delivery locations across multiple county maintenance facilities and two Kentucky Department of Corrections facilities. Prices remain firm during the contract term. Awarded vendors must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance of $1 million combined single limit if delivering salt.

The initial contract period runs from award through May 31, 2027, with four optional one-year renewal periods available. Award will be made on a best-value basis by district, with scoring allocated as 95 points for price and 5 points for seasonal delivery performance. The tentative award date is July 1, 2026. Bidding occurs exclusively through eBridge's web-based platform; awarded suppliers must pay eBridge a transaction fee of 1% of the final awarded price. Vendors must submit weekly depot reports, bi-weekly sales reports, monthly penalty and rejection reports, and monthly delivery reports. Phase 2 includes vendor training on June 16–17, 2026, and initial bid submission by June 17, 2026.
