About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases, issued a one-time Request for Bid (RFB) for the procurement of 9,000 tons of sodium chloride (rock salt) for Clay County to be delivered to the Elk Mountain Regional Salt Dome facility in Manchester, Kentucky. The sodium chloride must be Type 1, Grade 1, meeting KYTC Standard Specifications for Road and Bridge Construction (2019 Edition, Section 825), and must be free-flowing and usable, free from lumps and foreign material, with moisture content not exceeding 2.0%, and treated with anti-caking agent. The procurement follows a two-phase bidding process: Phase 1 requires unpriced offers submitted through the Kentucky Vendor Self Service e-Procurement system by May 24, 2024, at 1:30 p.m. Eastern Time; Phase 2 consists of initial bid submission by May 29, 2024, at 4:00 p.m., followed by an online reverse auction on May 30, 2024, at 11:00 a.m. conducted through eBridge Business Solutions. All delivery must be completed by December 31, 2024, with vendors required to initiate continuous and heavy deliveries once begun. Award will be based on lowest price evaluated under a best value scoring methodology, with the lowest bidder receiving 100 points, and the tentative award date is June 7, 2024. Unit prices are quoted F.O.B. Destination, Freight Prepaid and Allowed, with vendors responsible for all shipment and freight charges, and a 1% daily penalty will be assessed for deliveries not completed by December 31, 2024.
Reciprocal preference will be applied to Kentucky resident bidders in accordance with KRS 45A.494, requiring submission of a Required Affidavit confirming authorization to transact business in Kentucky and one year of prior Kentucky income tax filings, unemployment insurance fund payments, and workers' compensation policy maintenance; foreign entities must provide a Certificate of Authority from the Kentucky Secretary of State. Qualified bidders may receive preference points: Kentucky Correctional Industries receive 20% preference and nonprofits serving individuals with severe disabilities receive 15% preference, if properly documented. All bidders must submit an Annual Affidavit for Bidders, Offerors and Contractors attesting under penalty of perjury that they have not knowingly violated Kentucky's campaign finance laws. The awarded supplier must pay a transaction fee to eBridge of one and one-half percent (1.5%) of the final awarded price, assessed on the final selling price and due upon delivery and payment receipt. Only online bids submitted through the Kentucky Vendor Self Service e-Procurement system will be accepted; emailed and hard copy bids will not be considered. No specific budget or award value is disclosed in the solicitation documents; pricing will be determined through the competitive bidding and reverse auction process.
