About this opportunity

Palm Beach County Board of County Commissioners' Purchasing Department issued Invitation for Bid (IFB) #23-075/MB on April 19, 2023, for sod pick-up, delivery, furnish, and installation or replacement services on a term contract basis. The procurement is divided into ten lots, with Lots #1-5 designated as non-federally funded and Lots #6-10 as federally funded work. Services include sod pick-up at bidder locations in East and West County areas, delivery to designated County locations, furnishing and installation of three specified grass varieties (Bahia Argentine, St. Augustine Floratam, and St. Augustine Palmetto), and complete removal and replacement of existing sod. Bidders must submit unit pricing per square foot for pick-up and delivery work, and per square foot plus cubic yard pricing for removal and replacement work. The contract term is set for twelve months with options to renew for four additional twelve-month periods, with work schedules ranging from two business days for delivery to five business days for removal and replacement work. Bid responses were due June 1, 2023, at 4:00 p.m., and award will be made to the lowest responsive, responsible bidder on a lot-by-lot total factored rate basis. Bidders must provide proof of Commercial General Liability insurance of $500,000 and, for delivery and installation lots, Business Auto Liability and Workers' Compensation coverage. Additionally, bidders are required to submit a minimum of three references for similar work performed within the past three years, with references for Lots #4, #5, #9, and #10 required to be from commercial properties only.

A Small Business Enterprise (SBE) Price Preference applies to this procurement, whereby certified small business enterprises' bids within ten percent of the lowest non-SBE bid receive award preference at the SBE's bid price. Local preference provisions provide a five percent discount to responsive, responsible local and Glades businesses when the lowest bid is from a non-local entity. The County retains the right to designate primary and secondary awardees for each lot and may make multiple awards, with the primary awardee expected to perform all offered work unless unable due to lack of resources or technical ability. No incumbent vendors or current contractors were specified in the solicitation materials. The anticipated contract value is $268,000 over the initial twelve-month term. The County reserves the right to reject any or all bids received.
