About this opportunity

The County of Orange is seeking competitive bids for a comprehensive Social Media Management and Analytics Services contract, targeting a cloud-based platform to support social media operations across 22 county departments and over 18,000 employees. The procurement requires a robust web-based solution capable of managing up to 60 separate social media profiles across platforms including Facebook, Instagram, X (Twitter), LinkedIn, TikTok, and YouTube. Key deliverables include content scheduling, publishing, audience engagement, social listening, and performance reporting capabilities, with required features such as content calendar management, bulk uploading, post approval workflows, and support for 20 users. The platform must provide real-time performance metrics, automated and custom reporting, role-based access controls, 99.9% cloud hosting uptime, and integration with third-party tools. The solicitation is fully electronic, with bids due on November 5, 2025 at 3:00 pm, and bid responses remaining valid for 365 days after the closing date. The contract is structured as a five-year term with a firm fixed fee, and vendors are required to provide onboarding support, user training, and technical support during normal business hours.

The County offers potential preference for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, with a 5% bid price reduction applied during evaluation. Bidders must be certified by the State of California Department of General Services and maintain principal operations within Orange County. The contract includes a cooperative provision allowing other government entities to potentially utilize the pricing, with the County receiving a 2% administrative rebate on subordinate contract sales. Contractors must also comply with extensive IT security provisions based on NIST 800-53 framework, including mandatory administrative, physical, and technical safeguards, continuous system monitoring, and immediate reporting of security incidents. While no specific incumbent vendor is mentioned, the contract requires comprehensive cybersecurity measures, including maintaining security audit records, implementing business continuity plans, and providing third-party credit monitoring services in the event of a breach. Although a specific budget range is not disclosed, the contract will involve a firm fixed fee with no price increases considered during the first contract year, and any future price adjustments must be documented and provided with a minimum 30-day advance written notice.
