About this opportunity

Battle Creek Public Schools, a Michigan school district with approximately 2,850 students, is requesting proposals for a comprehensive Social Emotional Learning curriculum for grades K–12 with proposals due June 12, 2026 by 4:00 p.m. EST. The district is pursuing a culturally responsive, trauma-informed curriculum aligned with CASEL's five core competencies and state standards to address self-regulation difficulties, high disruptive behaviors, chronic absenteeism, and demographic misalignment (96% predominantly Caucasian staff, 45% African American student population).

Key deliverables include a needs assessment, culturally responsive curriculum framework with age-appropriate materials for all grades K–12, professional development delivery on August 17–19 and 25, 2026, integration recommendations for academic content areas, and monitoring and evaluation systems. The technical proposal must not exceed 25 double-spaced pages and must include project narrative, implementation plan, organizational capacity documentation, equipment description, related K–12 curriculum experience, and current client references; work samples demonstrating K–12 curriculum experience are required. Cost proposals must itemize consultant fees, materials, professional development, and in-kind contributions with annual costs broken down by fiscal year (August 1 through June 30, 2027) and pricing by specified student counts and grade level.

Evaluation criteria are ability to meet proposal requirements (50%), organizational qualifications (25%), and price proposal (25%); the district will not automatically select the lowest-cost bidder. Vendors must submit completed Familial Relationship Disclosure Statements and Iran Economic Sanctions Act compliance affidavits. Phase 1 begins June 16, 2026, with Phase 2 timing to be determined based on response volume. Award notification is expected by June 19, 2026, with final Board of Education approval and public announcement by July 31, 2026. Either party may terminate with 60 days written notice, and contract specifications may be renegotiated if district needs change.
