About this opportunity
The State of Maine Department of Defense, Veterans and Emergency Management, Division of Procurement Services, is requesting quotations for snowplowing and sanding services at the Limestone CHP facility in Caswell, Maine, under RFQ closing November 3, 2022, with a mandatory pre-bid site tour on October 27, 2022, at 10:00 a.m.
The scope covers snow removal and treatment services triggered when precipitation accumulates to two inches or more or upon request during winter months. Contractors must supply all necessary equipment including a minimum of one ton or larger plow truck and one truck-mounted sander. The State will make six equal monthly payments from November through April, with 10 percent of the contract amount withheld pending satisfactory completion of spring damage repairs by May 15. Contractors are responsible for repairing any damages to facility grounds, curbing, and road shoulders caused during plowing operations.
The initial contract period runs from November 1, 2022, through October 31, 2023, with four optional one-year renewal periods extending through October 31, 2027. Cost quotations must cover the per-season rate for each contract year, including the initial term and all optional extensions, evaluated on a combined five-year bid amount. Awards will be made on a best value basis, with the lowest-priced compliant bid receiving preference.
Contractors must maintain General Liability insurance of at least $1,000,000 per occurrence, Worker's Compensation at state minimum limits, and Business Auto Policy coverage of at least $500,000 with snowplow coverage. Subcontractors may perform no more than 15 percent of contracted work and must provide equivalent insurance documentation. All bids must include a completed Debarment Form, proof of operator class B licenses, cost response, subcontractor and disaster recovery plan, and snowplow operational plans. Quotations must be submitted through Maine's AdvantageME Vendor Self Service system no later than 4:00 p.m. EST on November 3, 2022.
