About this opportunity

The State of Maine Judicial Branch Facilities Department is requesting proposals for snow removal and ice control services at the West Bath District Court, 101 New Meadows Road, West Bath, Maine, with proposals due October 7, 2026 at 4:00 p.m. via the Vendor Self Service System (VSS).

The scope covers comprehensive snow removal, sanding, and ice control for all driveways, parking areas, walkways, ramps, steps, and entrances. Snow accumulated during preceding non-work days must be cleared by 7:00 a.m. on weekdays; removal begins after 2 inches accumulation during normal working hours (7:00 a.m. to 5:00 p.m., Monday–Friday). Weekend and holiday snowstorms must be cleared within 12 hours of storm completion. The contractor must maintain one piece of snow-moving equipment with a sander and a minimum of one hand crew member on-site during snow events. Required equipment includes a sanding unit with variable application rate controls, snow blowers for sidewalks, a front-end loader with snow bucket, a full-size truck with plow, a mechanical rotary broom for paver areas, and backup equipment. The contractor bears all liability for equipment or operator error and must maintain backup equipment readily available; inadequate service triggers state completion with recovery of direct costs plus 50% from payments due.

The initial contract period runs November 1, 2026 through June 30, 2027, with two optional renewals: November 1, 2027 through June 30, 2029, and November 1, 2029 through June 30, 2031. The State anticipates one award on a fixed-cost basis for the initial period. Evaluation uses a 100-point scale: Organization Qualifications and Experience (30 points), Proposed Services (25 points), and Cost Proposal (45 points). The lowest cost proposal receives full points; higher bids score proportionately lower. Questions are due September 23, 2026 at 4:00 p.m. Bidders must submit three years of financial statements, current certificates of insurance, and organizational charts. Payment is net 30 upon receipt of accurate invoices. No best-and-final offers will be accepted.
