About this opportunity

The State of Maine Judicial Branch Facilities Department is requesting proposals for snow removal and ice control services at the Waldo Judicial Center, 11 Market Street, Belfast, Maine, with proposals due October 7, 2026 at 4:00 p.m. through the Vendor Self Service (VSS) system.

The scope covers comprehensive snow removal, sanding, and ice control for driveways, parking areas, walkways, ramps, steps, and entrances. Snow accumulated during non-work hours must be cleared by 7:00 a.m. on business days; removal during operational hours (7:00 a.m. to 5:00 p.m., Monday–Friday) begins at the Facilities Engineer's discretion after 2 inches of accumulation. Weekend and holiday snowstorms must be cleared within 12 hours of storm completion. The awardee must provide professional-grade spreading equipment, environmentally friendly magnesium chloride ice melt products, pedestrian-scale snowblowers with rubber paddles, specialized snow buckets with straight cutting edges for heavy equipment, all backup equipment, traffic control signage, and off-site snow hauling to authorized dumping areas. Spring cleanup includes sand removal and grass re-seeding by April 30 annually. The awardee is responsible for all equipment or operator-error damages and must maintain continuous service availability; failure to provide adequate backup equipment or service may result in the Department completing the work and deducting all direct costs plus a 50% administrative penalty from invoices.

The initial contract period runs November 1, 2026, through June 30, 2027, with two optional renewal periods extending through June 30, 2029 and June 30, 2031 respectively. The Department anticipates a single award. Proposals are scored on a 100-point scale: Organization Qualifications and Experience (30 points), Proposed Services (25 points), and Cost Proposal (45 points). The lowest submitted cost receives full points; higher bids score proportionally. Cost must be submitted as a fixed amount for the initial period, with net 30 payment terms. Questions are due September 23, 2026 at 4:00 p.m. local time.
