About this opportunity
The State of Maine Judicial Branch Facilities Department is requesting proposals for snow removal and ice control services at the Skokhegan District Court, with proposals due October 7, 2026 at 4:00 p.m. Questions are due September 23, 2026 at 4:00 p.m. Submissions are made through the Vendor Self Service System.
The scope covers snow removal, sanding, and ice control for driveways, parking areas, walkways, ramps, steps, entrances, and adjacent public sidewalks at 47 Court Street, Skowhegan, Maine. The contractor must clear accumulated snow before 7:00 a.m. on normal working days, begin removal after 2 inches of accumulation during operational hours, and complete weekend and holiday storm clearing within 12 hours of storm end. The contractor provides commercial-grade equipment including vehicle-mounted plows, pedestrian-scale snowblowers with rubber paddles for sensitive surfaces, and specialized spreading equipment for sand and salt application. The contractor maintains designated salt buckets at building entrances, supplies backup equipment, and handles off-site snow hauling to DEP-approved dumping sites. Equipment failures requiring state-provided services result in deductions of direct costs plus a 50% administrative penalty.
The initial contract period runs November 1, 2026 through June 30, 2027, with two optional renewal periods (November 1, 2027 through June 30, 2029, and November 1, 2029 through June 30, 2031). One award is anticipated. Evaluation uses a 100-point scale: Organization Qualifications and Experience (30 points), Proposed Services (25 points), and Cost Proposal (45 points). Cost scoring awards full points to the lowest proposal; higher proposals receive proportionally fewer points. Bidders must submit three years of financial statements, a certificate of insurance, an organizational chart, and litigation history. Payments are made on net 30 terms upon receipt of acceptable invoices referencing the state contract number.
