About this opportunity
Charles County Public Schools (CCPS) in Maryland is soliciting sealed bids under ITB SRS-2627 for on-call, as-needed snow removal and ice management services for CCPS schools and facilities, with bids due December 2, 2026 at 2:00 PM at the CCPS Purchasing Department. Written questions are due November 10, 2026 at 2:00 PM Eastern Time. Bidders must demonstrate at least five years of successful snow removal experience and maintain a facility within a 25-mile radius of the CCPS administrative office in La Plata, Maryland. Certified Minority Business Enterprises are encouraged to respond, which is an encouragement rather than a set-aside.
Scope covers plowing entry roads, parking lots, bus loops, sidewalks, walkways, and building entrances at 39 schools and seven educational centers. Work requires labor, equipment, and materials. Bidders submit fully burdened hourly rates for pay loaders, dump trucks, skid steers, snowblowers, and laborers, with each rate including labor, supervision, equipment, fuel, mobilization, insurance, overhead, and profit. CCPS reserves the right to make multiple awards and to assign work based on equipment capacity, geographic location, responsiveness, and facility size.
Bidders must obtain a Maryland contractor's business license and trade-specific licenses within ten business days of award. Required coverage includes comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, plus workers' compensation. Bidders must also comply with Maryland regulations prohibiting employment of registered sex offenders.
The initial term is one year with four one-year renewal options. No fuel adjustments or equipment maintenance cost increases are permitted during the term unless CCPS authorizes them by contract amendment. Renewal price increases are limited to the Consumer Price Index-Urban (CPI-U) for the Washington D.C. Metropolitan Area, and vendors must request adjustments in writing at renewal. Bids remain valid for 90 days after opening, and prices remain firm and fixed for one year from the contract start date.
