About this opportunity

Carroll County (Maryland) Commissioners are requesting statements of qualifications for on-call snow removal services, with submissions due October 9, 2026 at 10:30 a.m. EST through the Public Purchase platform. The County intends to award multiple contracts to qualified contractors and sets hourly rates by vehicle classification rather than accepting competitive bids.

Contractors must furnish one-ton pickup or dump trucks, and five-ton, ten-ton, and fifteen-ton dump trucks, each equipped with hydraulic snowplow, salt spreader, two sets of tire chains, and an operator. All vehicles must be commercially registered and tagged for intended use; farm-tagged vehicles are prohibited. Operators must hold Commercial Driver's Licenses with appropriate endorsements. Statements of qualifications are limited to ten single-sided pages and must address contractor experience, capability to perform, and detailed equipment lists.

The County sets hourly rates at $145.00 for one-ton trucks through $190.00 for fifteen-ton trucks for the 2026/2027 winter season. Mobilization fees range from $1,500 to $2,500 depending on vehicle classification, payable in two installments (50% upon equipment inspection approval, balance at season's end). Contractors receive a guaranteed minimum yearly payment of $2,000 to $3,000 in addition to mobilization fees, regardless of storm frequency. The initial contract term is one year; the County reserves the right to renew for four additional one-year terms at its sole discretion, pending fiscal availability and satisfactory performance.

Contractors must provide proof of adequate liability insurance within seven days of award and maintain continuous coverage. Equipment inspection by the Division of Roads Operations manager is mandatory prior to first payment. Invoices must be submitted within thirty days of service completion; payment is processed thirty days after invoice receipt. Contractors are responsible for all safety precautions, property protection, and immediate repairs.
