About this opportunity

The State of Maine Department of Administrative and Financial Services is requesting quotations for snow removal, sanding, and ice control services at the York District Court, 11 Chases Pond Road, York, Maine, with quotations due November 14, 2023 at 4:00 p.m. EST through the Advantage Vendor Self Service electronic procurement system.

The scope includes snow removal from driveways, parking areas, walkways, ramps, steps, and entrances; sanding and salting with environmentally friendly magnesium chloride ice melt; spring cleanup of sand residue by May 15; and maintenance of backup equipment. During normal working days (Monday–Friday, excluding court holidays), accumulated snow from the preceding night must be cleared by 7:00 a.m.; removal during working hours begins after 2 inches of accumulation. The contractor must provide all necessary equipment, including a sanding truck with variable application-rate controls and a skid steer or front-end loader with straight-edged snow bucket. No more than 15 percent of work may be performed by subcontractors, who must provide equal insurance certificates. The contractor must maintain a 24-hour, seven-day-a-week contact number with dispatch available within twenty minutes and submit a Disaster Recovery Plan.

The initial contract period runs from December 1, 2023, through August 31, 2024, with one optional one-year extension through August 31, 2025. Quotations must be submitted on a per-storm basis; approximately thirty storms are anticipated for the winter season, though this is not guaranteed. The contractor must carry General Liability insurance of $1 million per occurrence, state-minimum Worker's Compensation, and Business Auto Policy coverage of $500,000 with snow-plowing coverage. The facility is subject to potential decommissioning, allowing termination with thirty days' notice if the building is shuttered or transferred. Award will be made on a best-value basis, with price as the primary factor among conforming bids; the Division reserves the right to consider documented poor performance history within the past five years. A pre-bid site tour is available by request through November 8, 2023, at 3:00 p.m.
