About this opportunity
Philadelphia Water Department, Bureau of Laboratory Services, is soliciting quotes for fiscal year 2027 snow and ice removal at its Central Lab Facility, with a mandatory site visit on Wednesday, November 4 at 10:30 a.m. and quotes due November 13, 2026. The contract will be awarded as a whole to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible. No set-aside or local-vendor preference is stated.
The scope covers paved areas, interior facility sidewalks, and exterior sidewalks bordering the full block at 1500 East Hunting Park Avenue (Hunting Park Avenue, O Street, East Lycoming Street, and Castor Avenue). It is a requirements contract with no guaranteed minimum, and work is ordered by purchase order only after the department issues notification. Sellers must regularly use the specified equipment, maintain immediate repair capability, and have completed similar emergency snow removal operations. Crews must be trained, certified, subject to security clearances, and identifiable by clothing, and they may not represent themselves as City employees. Removal must begin within one hour of notification and finish within five hours of mobilization, which requires weather-watch service, on-call equipment and personnel, and continuous facility surveillance. The seller is liable for negligent property damage, including to facility fencing.
Pricing must be all-inclusive, covering labor, equipment, materials, taxes, insurance, fuel, maintenance, supervision, and incidental costs, with rates fixed regardless of day, shift, or holiday. Sellers must price four snowfall tiers per event: 0"–2.0", 2.1"–6.0", 6.1"–12", and 12"+. The maximum contract value is less than $99,000, adjusted annually by the CPI-U change from January 1, 2020, rounded to the nearest $1,000. The contract term is one year with up to three one-year renewal options, not to exceed four years total. Prices are quoted FOB Destination and exclude taxes. Required insurance includes statutory workers' compensation, $500,000 per occurrence general liability, and $300,000 per occurrence automobile liability, with the City named as additional insured.
Mandatory attendance at the site visit may result in disqualification. The only exception applies to sellers who have previously performed ground-related work at the site and received confirmation from Contract Administrator Brian Foley at 215-847-7035. Quotes must be submitted electronically through PHLContracts and remain valid for 60 days, or for the full contract term for requirements contracts.
