About this opportunity
CDTA Facilities, Inc. is requesting bids for snow removal services at the Saratoga Springs Train Station, Saratoga County, New York under IFB, with sealed bids due October 13, 2026 at 1:30 p.m. EST and a mandatory site walk-through on September 22, 2026 at 11:00 a.m. CDTA encourages participation of Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) as prime contractors and subcontractors.
The scope covers snow and ice removal at a 26 Station Lane property comprising two 100-space surface parking areas, a circular drive lane, sidewalks extending to West Avenue, a plaza, platforms surrounding the building, and roof canopies. The contractor must commence snow removal once one inch has fallen and maintain operations through storm end, complete cleanup and open all parking spaces within 24 hours of each snowfall, and clear and salt the area by 7:30 a.m. prior to the first train. Lot B will be closed November 15 through season end each year and requires separate per-storm pricing with one salt application included.
The contract term is three years commencing November 15, 2026 and ending April 30 annually, with two optional one-year renewal periods at CDTA's discretion. Annual pricing increases by the Consumer Price Index (All Urban Consumers). Year 1 pricing is submitted as a lump sum covering snow removal and one salt application for parking lots and roadways, plus a per-application cost for additional salt or calcium or equal product; the per-application cost multiplied by 15 is added to the lump sum for evaluation purposes only, though the actual contract covers only the base bid with additional salting charged per application as required. Lot B requires separate per-storm pricing that includes one salt application.
The contractor must provide five references, including two from its largest applicable customers, and maintain comprehensive insurance including workers' compensation, general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per accident, and excess liability with combined limits of $3 million per occurrence and aggregate. The contractor bears all plow-damage repair costs by May 30 each year; CDTA may withhold final payment until repairs are completed. Questions are due September 24, 2026 at 11:00 a.m. EST.
