About this opportunity
The City of Harrisburg is requesting bids for snow removal and salting services on sidewalks and ADA ramps across 295–315 scattered lots throughout the city proper under IFB 2026-12, with bids due October 18, 2026 and a mandatory pre-bid meeting and site visit required before submission.
The scope includes snow removal within 24 hours of accumulation exceeding 1 inch, clearing ADA ramps to street level, and application of deicer or calcium chloride to prevent icing. Pre-treatment is required for forecasted precipitation events under 1 inch when temperatures are not forecast to exceed 33 degrees within 12 hours of event conclusion. The contract term runs approximately November 15, 2026 through April 30, 2027, with options to extend annually for three additional one-year terms.
Bidders must demonstrate a minimum of three prior contracts for similar snow removal services and must perform at least 75% of work with their own workforce rather than subcontractors. Equipment requirements include three or more snow blowers, shovels, and a commercial truck. Insurance minimums are $2,000,000 general liability aggregate, $1,000,000 automobile liability, and statutory workers' compensation. Contractors must submit a 10% bid bond, non-collusion affidavit, proof of insurance, and a signed legal disclosure letter disclosing any fines, disbarments, outstanding legal disputes, judgments, ongoing litigation, or early contract terminations within the past five calendar years.
Bidders must submit lump sum pricing for four service categories based on snowfall depth (1–4.99 inches, 5–8.99 inches, 9–12 inches, and deicer application levels) through PennBid.net. The successful bidder must furnish a 100% performance bond, a 100% payment bond if subcontractors are used, a City of Harrisburg business license, and Act 127 of 2012 compliance documentation. Contractors shall invoice within five days of service completion and must submit National Weather Service reports with each invoice. Bids remain valid for 60 days. All solicitation documents and questions guidance are available at no cost on www.PennBID.net, which serves as the sole authoritative source for bid information. Bids containing omissions resulting from industry assumptions will be deemed non-responsive.
