About this opportunity

The Wisconsin Department of Military Affairs (DMA) is seeking bids for snow plowing services at the Oak Creek National Guard Armory located at 8520 South Howell Avenue in Oak Creek, Wisconsin. The procurement covers seasonal snow removal services from November 1 through March 31, with the initial contract term running from November 1, 2018 through March 31, 2019. Contractors must provide comprehensive snow management, including plowing, snow blowing, and shoveling across parking lots, driveways, and sidewalks, with services required to be completed by 7:00 a.m. when two or more inches of snow accumulate. Bidders must be commercial snow plowing companies with a minimum of two years of experience and must submit two to four references of similar work completed within the past two years. The evaluation will focus on the lowest cost responsible and responsive bidder, with pricing required for three snowfall categories (1" to 5.9", 6" to 9.9", and 10" or more) and on-call salting/sanding services. The bid due date was September 18, 2018, at 2:00 p.m. CDT, with a pre-bid site visit encouraged and site contact John Zerger available at 608-516-6140.

The procurement includes potential 5% price preferences for Wisconsin-certified Minority Business Enterprises (MBEs), Disabled Veteran-Owned Businesses (DVBs), veteran-owned businesses, and small businesses with less than $1.5 million in gross annual sales. Successful bidders must provide a Certificate of Insurance with minimum specified limits, issued by a Wisconsin-licensed insurance company with a minimum AM Best rating of A1. The contract includes three optional one-year renewal periods contingent on mutual written agreement. Subcontracting is permitted but requires pre-approval from DMA, with the prime contractor remaining responsible for all subcontractor work and payment. Contractors will be responsible for property damage repairs or replacements, which must be completed by May 1 following the contract season. The contract contains termination provisions allowing DMA to end the agreement with 10 days' written notice or immediately if performance threatens health and safety or insurance requirements are not maintained. Invoicing must occur within 72 hours of service completion, with snowfall depth determined by the University of Wisconsin weather monitoring site.
