About this opportunity
The City of Waterbury, Connecticut, is seeking qualifications from multiple snow plowing operators under RFQ 8968 for 2026-2027 fiscal year snow removal. Questions are due November 5, 2026 at 2:00 PM, and completed responses are due November 13, 2026 at 11:30 AM. Vendors that submitted timely responses to prior RFQs 8926 or 8956 need not resubmit. Vendors may bid on one or both items, and subcontracting is prohibited.
Item 1 covers citywide snow plowing and sanding of city roads. Item 2 covers heavy duty trucking and snow removal with wheel loaders. All vehicles must carry City-issued magnetic plates, functioning odometers, vendor-supplied cell phones, GPS units, and power angle plows. Required insurance includes $1 million general liability per occurrence, $1 million auto liability combined single limit, statutory workers' compensation with $100,000 employers' liability per accident, and $1 million excess/umbrella liability. The City reserves the right to inspect vehicles, modify rates based on fuel price changes, prioritize equipment selection by category, and terminate vendors for non-compliance or poor performance. Equipment inspections must be completed by November 20, 2026.
The service period runs November 1, 2026 through April 30, 2027. For Item 1, the City sets hourly rates of $150 for light duty, $200 for medium duty, $250 for heavy duty, and $90 for plowing-only equipment, with a four-hour minimum per call-out. Item 2 rates are vendor-supplied for wheel loaders and heavy duty dump trucks. Vendors approved and assigned to a specific route are eligible for a one-time minimum payment of $2,500 per vehicle, provided services were never requested, the vendor maintained full compliance throughout the season, and no other City payments were received. Awards will be made through purchase orders up to $50,000 or formal contracts exceeding that threshold.
Selection follows a two-stage process involving short-listing and potential committee interviews. Solicitation documents are available through the City's ProcureWare website beginning October 29, 2026. Responses to questions will be posted by November 6, 2026. Completed responses are addressed to Kevin McCaffery, Director of Purchasing.
