About this opportunity
The North Carolina Department of Transportation, Division 13, is requesting bids for snow and ice removal services in McDowell and Mitchell Counties under a renewable contract, with bids due September 16, 2026 at 2:00 p.m. and a mandatory pre-bid conference on September 3, 2026 at 10:00 a.m. at the McDowell County Maintenance Yard in Marion. Attendance and proper registration at the pre-bid conference are required for bid eligibility.
The contract requires four multi-axle dump trucks equipped with 12-foot snowplows, 10 cubic yard material spreaders, saddle tanks for calcium chloride, GPS units, and GPS monitoring software subscriptions. Contractors must provide operators and maintain all equipment to NCDOT specifications; equipment will be inspected and approved before operation. The scope covers snow and ice removal upon request on various interstate, primary, and secondary routes within the two counties. Contractors must maintain proper licensing, comply with prevailing wage requirements, and meet OSHA safety standards including reflective vests. The contract includes an Emergency Mobilization provision requiring response within two hours of notification.
The contract term runs October 1, 2026 through September 30, 2027, with two optional one-year renewals for a potential three-year total. Each year carries a $5 million spending limit. Payment is based on equipment operating rates adjusted for fuel price fluctuations using diesel fuel indices and a five-gallon-per-hour consumption rate. Liquidated damages apply: $100 to $850 per calendar day based on work order value, and $120 per hour per truck for delayed mobilization. Upon renewal, equipment operating rates may be adjusted by Consumer Price Index up to ten percent. No bonds are required, no minimum quantities are guaranteed, and there is no MBE/WBE goal for this project. Invoices must be submitted monthly or at intervals not exceeding 90 days, correlated with contract pay items, and include location identifiers, dates worked, and quantities. Questions are due before the September 3 pre-bid conference.
