About this opportunity

The City of Philadelphia is seeking bids on snow and ice removal services for Region 3 (Southwest and West areas) serving 11 Free Library of Philadelphia branch locations, with bids due November 2, 2026. The contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Bidders must quote all line items to be eligible for award; services must not commence until the City issues written authorization.

The scope covers snow clearance, de-icing applications, parking lot plowing, and emergency labor services across 11 library branches assigned to Service Tiers A, B, or C based on service intensity. The contract requires maintenance of 36-inch-wide cleared sidewalk paths in compliance with Philadelphia Code 10-720, clearing all on-site pedestrian routes to full width before branch opening, de-icing applications after each clearing pass and during freeze-thaw cycles, and emergency ice call-out response within two hours of Free Library of Philadelphia notice. Estimated seasonal quantities include four clearance events of 2 to 6 inches, two events exceeding 6 inches, 15 de-icing applications per site, 4 pre-treatment applications, 5 parking lot pushes per Tier B/C site, and 40 hours of emergency labor. Bidders must provide a seasonal staffing and equipment plan, list of owned or leased equipment, proposed de-icing materials by surface type, three references for comparable multi-site commercial or municipal snow contracts, and 24-hour seasonal contact information.

The contract term runs from November 1, 2026, through April 30, 2027, with the City reserving the right to renew for up to three additional one-season periods at firm unit prices. Pricing is structured as firm unit prices entered by line item, with all labor, equipment, materials, mobilization, overhead, and profit included. The seller must comply with prevailing-wage requirements for building-service work and maintain commercial general liability, automobile liability, and workers' compensation insurance naming the City as additional insured. Special conditions apply at the Blanche A. Nixon Library (no chloride salts on surfaces draining to stormwater management practice; no snow stockpiling) and historic Carnegie branches (rubber-edged or poly tools and calcium or magnesium chloride blends on masonry surfaces). Pre-bid site visits are highly suggested but not mandatory. A signed Consent and Authorization Agreement is mandatory prior to bid closing.
