About this opportunity
The Michigan Department of Transportation is soliciting proposals under RFP 270000000126 for snow and ice removal at its Paw Paw Central Repair Facility in Paw Paw, Michigan, with bidder questions due November 4, 2026 at 12:00 p.m. Eastern and proposals due November 12, 2026 at 12:00 p.m. Eastern. The RFP indicates no specific set-aside, though the State will consider whether bidders qualify as Qualified Disabled Veteran/Service-Disabled Veteran-Owned Businesses under Michigan statute. Award goes to the lowest-priced responsive and responsible bidder that passes pass/fail evaluation.
Scope covers plowing parking lots, driving areas, and sidewalks, clearing building doorways, applying deicer, and hauling and disposing of accumulated snow piles to keep the facility accessible 24/7. The contractor must furnish all equipment, materials, and deicer products, with rock salt or MDOT-approved alternates required. Service triggers are 2 inches or more of accumulation by 6:00 a.m. on weekdays and 4 inches or more by 8:00 a.m. on weekends and holidays. On-call response is due within two hours for snow and ice removal and within 24 hours for hauling. Equipment must be owned and available at contract start. Insurance requires Commercial General Liability of $1,000,000 per occurrence and $2,000,000 products/completed operations aggregate, Automobile Liability of $1,000,000 per accident, and insurers rated A- VII or higher, with the State named as additional insured. A signed Confidential Treatment Form is mandatory, and omission results in rejection as non-responsive.
Pricing on Schedule B covers six categories of unit prices against estimated events: 45 weekday snow events of 2 inches or more, 15 weekend and holiday events, one ice-only event, 10 on-call snow and ice events with same-day return trips, one on-call ice event, and one haul-and-dispose event. The State is not obligated to purchase any estimated quantity. Prices are fixed for the full term, and the three-year total must be entered in SIGMA VSS. The contract runs from November 15, 2026 through September 30, 2029, with up to two one-year renewals at the State's sole discretion. Payment is by EFT on Net 45 terms. Liquidated damages are $1,000 plus $50 per day for late or improper completion. Any contract exceeding $250,000 requires State Administrative Board approval.
The Contract Administrator is Anna Swanson, and the Program Manager is Mike Winchester. Answers to bidder questions will be posted by November 5, 2026 at 5:00 p.m. Eastern. Site visits are strongly encouraged, with facility access Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding Voting Day and Veteran's Day. No pre-proposal meeting will be held. Proposals are binding for 180 calendar days. The vendor worksheet requires at least three relevant references from the last five years for contracts of similar size and scope. Subcontractors require detailed disclosure.
