About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Building and Mechanical Services, is requesting bids for snow and ice management services at the L&N Building vehicle use areas in Louisville, Jefferson County, with bids due October 19, 2026 at 1:30 p.m. Eastern Time. Kentucky resident bidders receive reciprocal preference equal to the preference given by the nonresident bidder's home state; qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive additional preference points.

The scope encompasses all materials, equipment, labor, and supervision to maintain bare pavement or adequate traction on designated vehicle use areas during regular state business hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, with extended service from 6:00 a.m. to 6:00 p.m., including weekend coverage on Saturday and Sunday mornings. All equipment must be four-wheel-drive trucks with minimum 7-foot plows and V-box spreaders in excellent mechanical condition. Vendors must provide proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance with $1,000,000 combined single limit coverage.

The contract term is one year from award through August 31, 2027, with four optional one-year renewal periods subject to written approval and potential renegotiation. Pricing must remain firm for the initial twelve-month period; price increases are permitted only after twelve months upon written request with documented justification and Commonwealth approval. Vendors must immediately report any industry-wide price decreases.

Evaluation uses a best value ranking allocating 95 points to price (lowest price receives maximum points) and 5 points to years of experience. The vendor is responsible for all costs and damages from nonperformance and may face invoice deductions of $40 per hour per person plus 25% administration fee for services the Commonwealth must perform due to contractor failure. Written questions are due October 9, 2026; the Commonwealth's response to questions is due October 12, 2026.
