About this opportunity
The Connecticut Department of Public Works is requesting proposals for snow removal contractors, equipment, and qualified operators to supplement city resources for the 2026-2027 winter season, with proposals due October 27, 2026. The procurement is administered on behalf of New Haven through the City of New Haven's standard professional services agreement template and terms.
The scope includes snow plowing, snow removal, and application of snow and ice control materials on an as-needed basis throughout the winter season. Contractors will mobilize personnel and equipment in response to winter weather events based on storm severity and Department operational needs. Contractors must secure all personnel at their own expense; personnel may not hold concurrent relationships with the City and must be qualified and authorized. The Department emphasizes reliability, safety, and timely service delivery as critical evaluation factors.
Contractors must comply with City of New Haven Standard Terms Part II, which incorporate Executive Order 11246, Executive Order 11375, Connecticut Fair Employment Practices Act, and non-discrimination ordinances. Contractors must affirmatively ensure fair treatment in employment without regard to race, color, religion, age, sex, physical disability, national origin, or protected class status. For construction or public contracts as defined by City code, contractors must register apprentices with the Connecticut State Labor Department, utilize state and city-sponsored manpower programs, and actively negotiate with minority and women business enterprises for subcontracting opportunities. Contractors must also comply with the Anti-Kickback Act of 1934 for applicable personnel.
The agreement structure establishes compensation as a not-to-exceed fixed amount constituting full payment for all services, costs, materials, supplies, and expenses. The City reserves the right to terminate for any reason upon twenty-one days' written notice. Payment is made upon approval of monthly invoices in accordance with the City's Electronic Invoicing and Invoice Submission & Payment Policy. Contractors are classified as independent contractors with no employment relationship or fringe benefits provided by the City. The contract is governed by Connecticut law and requires contractor indemnification of the City.
