About this opportunity
The Missouri Office of Administration, Division of Facilities Management, Design, and Construction is requesting proposals for snow, ice, and sleet removal services at the Capitol Complex in Jefferson City, with proposals due July 22, 2026 at 2:00 p.m. Central Time via electronic submission through MissouriBUYS.
The contractor must provide 24/7 on-demand services across three regions—Central Region/Capitol Complex (24 locations), West Region (11 locations), and East Region (9 locations)—including plowing, piling, hauling, blowing snow, and applying sand, salt, and ice melt compounds. Services trigger when accumulation reaches two or more inches of snow or any amount of sleet or freezing rain. Response time is two hours for general requests or 30 minutes for daytime accumulation; morning clearing must complete before 6:00 a.m. for business-day use. The contractor supplies all equipment, materials, labor, and compounds and bears liability for property damage from negligent performance.
Minimum qualifications include two years of snow removal experience for commercial or governmental facilities within the past five years and adequate liability insurance naming the state as an additional insured. The vendor must be registered in MissouriBUYS in "Approved" and "Spend Authorized" status and comply with Missouri business requirements including tax compliance, E-Verify enrollment, and anti-discrimination certifications.
The contract term is one year from the effective date with two optional one-year renewals at the state's sole discretion. Pricing is firm and fixed evaluated on standardized annual occurrence quantities across snow accumulation ranges and ice/sleet events, with cost calculated per service hours including loading, hauling, application, hand shoveling, and snow blowing. Liquidated damages equal to the total cost of services may apply for failure to perform or substandard work. Invoicing occurs weekly with payment 30 days after valid invoice receipt. Attachment 1 details service locations and site maps across the Capitol Complex.
