About this opportunity
The City of Danville, Virginia's Public Works Department is requesting proposals for on-call snow and ice removal contractors for the 2026-2027 winter season, with proposals due November 3, 2026. The opportunity record lists Chesapeake City as the jurisdiction, but the attached RFP is issued by the City of Danville. Eligibility is capability-based: the City accepts proposals only from contractors with equipment suitable for snow and/or ice removal who commit to respond immediately, mobilizing personnel and equipment within 12 hours of notification.
The City will maintain an approved contractor list and call contractors as needed, and no work is guaranteed. Approved contractors may be assigned specific areas for which they assume full responsibility. Acceptable equipment includes motor graders and loaders, which must arrive fully fueled, chained, and fitted with new cutting edges or blades. Contractors supply fuel, cutting edges or blades, and chains. The City provides chemicals and abrasives and rebuilds chains at the City Garage after use. Shift changes occur at 7:00 AM and 7:00 PM at the Public Works Office. The City may refuse personnel who appear impaired under its Drug and Alcohol Plan.
Required insurance includes comprehensive general liability of $1 million per occurrence and $1 million aggregate on completed operations, automobile liability with a $1 million combined single limit, and workers' compensation. An umbrella policy of $3 million is optional and acceptable if primary limits are reduced. All policies must name the City of Danville as additional insured and include a waiver of subrogation. Contractors must also maintain a drug-free workplace, comply with federal, state, and local laws, and observe equal employment opportunity requirements.
Contract term runs November 2026 through March 2027. Each approved contractor receives a standby fee of $1,500 per month for that period to secure availability, invoiced separately as a season-long standby fee. Storm services are invoiced after each winter storm.
