About this opportunity
The City of Philadelphia is conducting a micro purchase procurement for snow brushes and ice scrapers, with a posting date of May 13, 2026, and a submission deadline of May 20, 2026. This is a requirements contract under which the City may place orders at its sole discretion throughout a 365-day contract term beginning from the purchase order effective date. Vendors must quote all line items to be eligible for award, and the contract will be awarded as a whole or by line item—whichever serves the City's best interest—to the lowest responsive and responsible bidder. All quotations must be submitted electronically through the PHLContracts platform and must total less than $43,000, a threshold adjusted annually by the Consumer Price Index. Sellers shall not deliver products or provide services until receiving official notification from the department. All products must be delivered FOB Destination Point at the quoted prices, exclusive of sales and excise taxes, and quotes remain valid for 60 days from submission or throughout the contract term.
The procurement does not impose set-aside designations, as the Local Business Entity Program does not apply to small purchases; however, vendors are encouraged to voluntarily submit the LGBTQ Applicant Data Form to identify themselves as LGBTQ-owned businesses and support the City's diversity, equity, and inclusion procurement objectives. All vendors must have an executed Consent and Authorization form on file in their vendor profile or attached during submission to be considered. Signature requirements vary by business entity type: corporations require signatures from a President or Vice President and either a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from authorized partners, owners, or representatives. Awarded sellers must maintain general liability insurance of at least $500,000 per occurrence and workers' compensation insurance at statutory limits, with the City named as an additional insured. Payment will be made electronically following delivery and City approval of products and submission of required invoices. The contract is governed by Pennsylvania law and subject to Philadelphia's nondiscrimination requirements, tax indebtedness certifications, and ethics compliance, including Executive Order 10-16 regarding gifts and prohibitions on City employee interests in contracts.
