Harford County Public Schools is requesting bids for snow and ice management services on 79 County-maintained lots and sidewalks across four zones, with bids due October 7, 2026 at 1:00 p.m. EST via Euna Procurement. The pre-bid meeting is scheduled for September 22, 2026 at 10:00 a.m. EST at Fallston Parks & Recreation-Maintenance Building, and questions are due September 29, 2026 at 1:00 p.m. EST.
Bidders may submit pricing for one or more of the four zones; award may be made to one or multiple contractors by zone. Acknowledgment of County notification is required within 15 minutes, with response to authorized work within two hours. All equipment must meet DOT and OSHA safety requirements and be properly calibrated prior to the winter season. The County provides road salt and approved bagged de-icing materials for contractor pickup and application; contractor pricing must include fuel, labor, equipment, and cleanup costs. Contractors must demonstrate at least five years of commercial snow and ice management experience and provide three references for similar contracts; failure to submit references may result in bid rejection.
Pricing is submitted on an hourly rate basis for 12 equipment and labor categories, with actual payment based on authorized hours worked at awarded rates. The contract term commences October 1, 2026 for one year, with the County holding an exclusive option to extend for five additional one-year periods under the same terms and conditions. Insurance requirements include Commercial General Liability ($2,000,000 aggregate), Commercial Auto Liability ($1,000,000), Workers' Compensation, Commercial Umbrella Coverage ($1,000,000), Third Party Crime coverage ($250,000), and Professional Liability ($2,000,000), with Harford County named as additional insured. No bid deposit or bonds are required. Contractors must register with eMaryland Marketplace Advantage within five days of award notice and the Euna Procurement Portal for bid submission and communication.
