About this opportunity

Virginia Polytechnic Institute and State University (Virginia Tech), an agency of the Commonwealth of Virginia, is issuing Request for Proposal (RFP) #337312608 to establish a contract for snack machine vending services across multiple Virginia Tech locations. The primary deliverables include the provision and continuous servicing of snack vending machines at Virginia Tech's Blacksburg Campus and the VA Tech Innovation Campus in Alexandria, with potential expansion to additional Virginia Tech facilities within the state. The contractor must regularly monitor machines to ensure proper functionality, maintain full stocking with snacks, remove and replace expired inventory, and address customer service issues in a timely manner with regular communication to the contract administrator. Proposals will be evaluated on five criteria: quality of products and services (25 points), qualifications and experience (25 points), methodology and service plans (30 points), financial model (10 points), and Small, Women-owned, and Minority (SWaM) business participation (10 points). The proposal submission deadline is April 24, 2026 at 3:00 PM through Virginia Tech's procurement portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=VATech, and all questions must be directed to Mary Seyler at (540) 231-3813 or mseyler@vt.edu by April 13, 2026. The initial contract term is one year with options for five one-year renewals, subject to negotiation.

Virginia Tech encourages Small, Women-owned, and Minority (SWaM) certified business participation and expects non-SWaM contractors to develop subcontracting plans with SWaM participants. All contractors must register with the eVA electronic procurement system and be prepared to pay associated transaction fees. Required qualifications include Worker's Compensation insurance (statutory amount), Employers Liability insurance ($100,000), General Liability insurance ($2,000,000 combined single limit with Virginia Tech and the Commonwealth named as additional insureds), and Automobile Liability insurance ($500,000), along with compliance with criminal background check requirements and safety regulations. Contractors must comply with Virginia Tech campus policies regarding vehicle operations on turf and sidewalks and must provide a written safety program prior to commencing work. No incumbent vendor information or award value/budget range was specified in the available documentation. Virginia Tech reserves the right to award multiple contracts or cancel the solicitation following competitive negotiations with the most qualified offerors.
