About this opportunity

The Shenandoah Municipal Sewer Authority (SMSA) is soliciting competitive bids for a comprehensive wastewater treatment facility upgrade project, with sealed online bids due on September 16, 2025, at 1:00 P.M. local time. The project is divided into two primary contracts: Contract 1 (General/Mechanical) and Contract 2 (Electrical/HVAC), which collectively involve extensive infrastructure improvements. Contract 1 encompasses constructing a new headworks building, UV/blower building, rehabilitating existing office/control buildings, installing new SBR tanks, digestion tanks, aeration/pumping/disinfection systems, and chemical feed systems. The project also includes demolishing existing infrastructure, creating a new access road from SR 0054, reconstructing site roadways and parking areas, and implementing stormwater drainage systems. Contract 2 focuses on electrical upgrades, including new electrical service installation, utility coordination, temporary power provisions, installation of a diesel generator, power distribution via underground duct banks, and implementing a comprehensive SCADA system with multiple PLCs and fiber networking.

While specific set-aside designations are not explicitly detailed in the provided documentation, the project's complexity suggests substantial technical and financial qualifications will be required for bidders. The total project scope implies a significant budget, likely in the multi-million dollar range, though exact funding parameters are not specified. The bid package includes multiple supporting documents totaling approximately 509MB, indicating comprehensive technical specifications and requirements. Bid results will be publicly announced on September 17, 2025, at 3:00 P.M. during a special Authority meeting, with results available online at http://PennBid.Bonfirehub.com. Potential bidders are advised to carefully review the extensive documentation, including the five attached files: bid submission documents, final bid package, bid plans, existing wastewater treatment plant plans, and the first addendum. The project represents a substantial municipal infrastructure investment aimed at modernizing and improving wastewater treatment capabilities.
