About this opportunity
The state of Virginia, specifically the jurisdictions of Newport News City and Richmond City, is seeking a procurement for Short Message Service (SMS) Text Messaging for Non-Emergencies. This contract opportunity, identified by the state local contract opportunity ID 67c6a0014b576289ce05a114, was posted on February 4, 2014, with proposals due by February 13, 2014. The primary objective appears to be implementing a text messaging system for non-emergency communications across these two municipal jurisdictions. The solicitation seems to require a comprehensive SMS platform capable of supporting communication needs for municipal operations, potentially involving message routing, delivery tracking, and potential integration with existing city communication infrastructure. While specific technical requirements are not fully detailed in the provided information, vendors would likely need to demonstrate expertise in telecommunications, mobile messaging technologies, and municipal communication systems. Potential respondents should be prepared to outline their technical capabilities, system reliability, security protocols, and scalability of their proposed SMS solution.
The contract opportunity does not explicitly specify set-aside designations or restrictions on respondent organizations. No incumbent vendors or current contractors are mentioned in the available information. Without definitive budget range details, potential vendors should anticipate preparing competitive proposals that demonstrate cost-effectiveness and technological sophistication. The brief timeframe between posting and proposal due dates suggests the jurisdictions are seeking an expedited procurement process. Interested vendors would need to carefully review any supplemental documentation not included in this summary to fully understand qualification requirements, technical specifications, and evaluation criteria. Given the involvement of two distinct city jurisdictions, respondents should be prepared to demonstrate capabilities that can effectively serve municipal communication needs across potentially different technological environments and operational requirements.
