About this opportunity

The Santa Monica Department of Transportation (SMDOT) is soliciting bids for comprehensive fleet vehicle upfitting services for non-revenue vehicles, including pool vehicles and service trucks. The procurement requires a vendor capable of performing specialized vehicle modifications such as installing emergency lighting systems, toolboxes, fluid storage tanks, low voltage electric dispensing pumps, aluminum utility beds, push bumpers, air compressors, aluminum liftgates, and custom fabrication. Vendors must also be able to install on-board computers, antennas, routers, and radio systems, as well as provide vehicle cleaning and detailing services. The Request for Proposals (RFP) was released on July 1, 2025, with a question submission deadline of July 9, 2025, and a bid response deadline of July 14, 2025, at 3:00 pm. Key vendor qualifications include a minimum of 5 years' experience in vehicle upfitting, compliance with California state and federal transportation vehicle manufacturing laws, and maintaining a facility within 25 miles of the Santa Monica Big Blue Bus yard. Bidders must demonstrate expertise in modifying both domestic and foreign vehicles and provide a detailed client list with proof of qualified personnel.

The contract does not explicitly mention specific set-aside designations for disadvantaged enterprises, but it does include a living wage ordinance requiring a minimum wage of $22.50 for employees and mandating equivalent health care benefits. Vendors must provide comprehensive insurance coverage, including Commercial General Liability with $1,000,000 per occurrence, Automobile Liability covering any auto with $1,000,000 per accident limits, and Workers' Compensation insurance as required by California state law. The City reserves the right to extend the contract for four additional one-year renewal periods at the same pricing and terms. While specific total contract value is not disclosed, the pricing structure includes detailed labor rates for various vehicle work categories, such as metal, aluminum, fiberglass, glass, mechanical, frame, electrical, and paint work. The contract includes a comprehensive warranty requirement, with a 3-year bumper-to-bumper warranty for service utility beds and equipment, and a lifetime warranty on welds, chassis connections, and compartment door alignment. Bidders must use new OEM parts and provide digital documentation of work in progress to ensure high-quality vehicle modifications.
