About this opportunity
The California Department of Transportation (Caltrans) is seeking a competitive procurement for Smartsheet software licensing and support services across multiple Orange County jurisdictions, including Orange County, Orange City, Orange Cove City, Orange Blossom CDP, and Orangevale CDP. The solicitation (RFQ #7425.80) specifically requests 340 Smartsheet Business Plan Annual Subscriptions with Pro Support, 1 Premium App Pack (including Dynamic View, DataMesh, Calendar, Pivot), and 1 Dynamic View configuration package up to 500 users. Key deliverables include software licenses, technical support, and configuration services for enterprise-level collaboration and project management tools. Potential bidders must submit comprehensive quotes by January 6, 2025, at 3:00 PM PT directly to Debra Rossaro via email, with preliminary questions due by December 27, 2024, at 3:00 PM PT. The contract will be awarded on an "all or none" basis to the lowest responsive and responsible bidder, with quotes required to remain valid for 60 days from the submission date. Evaluation will consider pricing, compliance with submission requirements, and adherence to specified technical specifications.
The procurement is specifically designated for small businesses, with Caltrans encouraging participation from Microbusinesses (MB), Small Businesses (SB), Disabled Veteran Business Enterprises (DVBE), and Disadvantaged Business Enterprises (DBE). Bidders must be certified small businesses and complete multiple mandatory documents, including the Competitive Informal RFQ form, Bidder Declaration Form (GSPD-05-105), GenAI Disclosure & Factsheet Form (STD 1000), and California Civil Rights Laws Certification. While no specific DVBE contract goal is established, the state encourages DVBE participation and offers up to a 5% bid evaluation preference for such enterprises. The solicitation includes a 5% small business/microbusiness preference with a maximum preference amount of $50,000 per bid. If a bidder's quote exceeds $461,000, it will be automatically rejected per Public Contract Code 10105(b). The estimated value of the software licensing and support services appears to be approximately $149,000, though precise budget allocations are not explicitly detailed in the provided documentation.

Update #2 · Latest ·
SmartSheet software is needed to effectively plan, track, automate, and report work on key functions performed within the Division of Transportation Planning. Specifically, the software would be used to track the division's strategic and performance plan activities. SmartSheet is unique in that it provides a host of functions in a single platform which is traditionally spread across multiple platforms with multiple data entry points. Converting to SmartSheet from Excel would provide improved productivity, efficiency, and data accuracy. For example, SmartSheet provides visual timeline management (gantt charts), allows you to develop and display dashboards, a means for collaborative file sharing, the ability to track and report on programs, manage resources, workload, projects, and key tasks, create assignments/reminders, create and populate forms, send update requests, and the ability to convert data insights into actionable tasks.
