About this opportunity

The State of California Department of Financial Protection and Innovation (DFPI) is soliciting bids for Vital Documents Translation Services through a Small Business Only Option Request for Offer (RFO #2025-HEW-089356). The DFPI's Public Affairs unit requires professional translation services to convert English-language materials into Spanish, Chinese, Vietnamese, Korean, Tagalog, and other languages as needed for public outreach and educational purposes. Deliverables include translation of complaint intake forms, correspondence, statements, posters, fact sheets, settlement agreements, requests for information, presentations, press releases, instructional documents with special formatting (numbers, bullet points, columns), and web page content. The contractor may also be required to proofread artificial intelligence-generated translations to ensure accuracy and cultural appropriateness. Key qualifications include expertise in translating vital public documents with sensitivity to diverse populations across spectrums of ability, disability, ethnicity, race, accent, dialect, literacy, immigration status, gender identity, and sexual orientation. The proposal due date is February 12, 2026, with submissions required through the City Innovate online platform. Interested parties should review complete solicitation documents available at https://sb.cityinnovate.com/teams/dfpi?challenge_id=16540.

This procurement is restricted exclusively to small business entities, as indicated by the "SB ONLY Option" designation in the RFO title. No incumbent vendors or current contractors are identified in the available solicitation materials. The opportunity requires contractor integration with DFPI's existing website infrastructure and artificial intelligence translation systems, necessitating familiarity with web content management and proofreading digital translations. The solicitation documents do not specify an explicit budget range or award value; interested small businesses should consult the complete RFO documentation on the City Innovate platform for financial details and any additional requirements specific to contract performance and compensation structure.
