About this opportunity

The California Air Resources Board is soliciting price quotes from California Certified Small Businesses for translation and interpretation services supporting Board Hearings, Meetings, Workshops, Conferences, Administrative Hearings, and Interviews, with quotes due July 8, 2026 at 1:00 PM Pacific Standard Time. This is a small-business set-aside — bidders must hold current California Department of General Services Small Business or Microbusiness certification.

Services span simultaneous interpretation (in-person and virtual), consecutive interpretation, and written translation across 27 languages including American Sign Language and Braille. Pricing is structured in four groups: Group A and B cover in-person and remote simultaneous interpretation at hourly rates; Group C covers written translation at per-word rates with turnaround requirements ranging from five to twenty-one business days based on word count; and Group D covers special equipment rental and technician services at hourly rates. Travel costs are included in rates with no separate reimbursement. CARB may request interpretation services with as little as one day's notice.

Bidders must possess at least five years' experience in interpretation and translation services, maintain a U.S. location, and be registered in good standing with applicable state and local jurisdictions. Interpreters and translators must meet qualifications specified in the scope of work.

The estimated agreement amount shall not exceed $249,999.99 for the initial twelve-month term. The contract commences October 1, 2026, with a term of twelve months and an option for the State to renew for one additional twelve-month period at its sole discretion. Mandatory submittals include rate sheets, certifications, references, conflict-of-interest statements, and interpreter/translator qualification documentation. Questions are due June 24, 2026, with responses posted July 1, 2026.
