About this opportunity

The Texas Health and Human Services Commission, Procurement and Contracting Services division, is requesting bids for grease trap waste removal, water removal, sludge removal, and repair services at Corpus Christi State Supported Living Center (CCSSLC), with bids due September 29, 2026, at 10:30 AM Central Time.

Historically Underutilized Business (HUB) utilization targets apply; bidders must meet specified HUB subcontracting participation goals or provide detailed explanations for inability to do so, as outlined in Exhibit B. Bidders must also complete all standard HHS Solicitation Affirmations (Exhibit A), which require compliance with Texas-specific certifications including E-Verify utilization, suspension and debarment status, franchise tax compliance, child support obligations, cybersecurity training, and disclosure of artificial intelligence system use and prior legal or regulatory actions.

The scope covers bi-monthly preventive maintenance of nine grease trap systems at eight facility buildings ranging from 1,500 to 4,000 gallons per trap (with service intervals of 90 days or as-needed), emergency and urgent water removal for standing wastewater, sludge removal for four Maintenance Department-managed manholes, and repair services for equipment and parts. Services must comply with Texas Department of State Health Services regulations (TAC Rule 312.145), Corpus Christi City Ordinances, and Texas Commission on Environmental Quality (TCEQ) Sludge Transporter Program requirements. The contractor must maintain active TCEQ Sludge Transporter Program registration and provide 24/7 emergency availability with four-hour response time for emergencies and 24-hour response for urgent same-day requests. Regular services are performed Monday through Friday, 8:00 AM to 5:00 PM Central Time; work outside regular hours requires prior written approval and is invoiced at a separate hourly rate.

The contract term runs September 1, 2026, through August 31, 2027, with no renewals but a potential one-year extension at HHSC's discretion. Bidders must submit firm, fixed pricing on Exhibit C covering all labor, equipment, materials, and supplies using three distinct hourly rates: regular, holiday, and outside regular business hours. Price adjustments are permitted only at HHSC's sole discretion based on Consumer Price Index formulas (Region VI) or Federal Minimum Wage adjustments; contractors must immediately implement any available price decreases. Bidders must demonstrate a minimum of five years relevant experience, provide three verifiable references for similar services within the last three years, and designate at least two 24-hour emergency contacts. Contractors must carry comprehensive insurance including $1 million Commercial General Liability per occurrence, $1 million Commercial Automobile Liability combined single limit, $1 million Professional Liability, and $1 million Umbrella Liability. Award is based on best value considering bidder capability, delivery performance, and price. An optional site visit is scheduled for September 10, 2026, at 10:30 AM; questions are due September 15, 2026, at 5:00 PM. Electronic submission through the HHS Online Bid Room is optional; in-person delivery is accepted at 1100 W. 49th Street, Austin, Texas 78704 (PCS office, 8:00 AM to 5:00 PM Monday–Friday, excluding state holidays).
