About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids on grease trap waste removal, sludge removal, water removal, and repair services at Corpus Christi State Supported Living Center (CCSSLC), 902 Airport Road, Corpus Christi, Texas, with bids due August 25, 2026, at 10:30 a.m. Central Time under IFB HHS0017428V2. No set-aside or preference program applies.

The scope covers bi-monthly preventive maintenance of nine grease traps ranging from 1,500 to 4,000 gallons, as-needed sludge removal from four maintenance department manholes, and emergency water removal available 24/7/365. Regular services are Monday through Friday, 8 a.m. to 5 p.m. Central Time; emergency response is required within four hours, and 24-hour availability for emergency water removal is mandatory. All pricing must be firm and fixed for the contract life on the provided Pricing Sheet (Exhibit C), including all labor, equipment, materials, and supplies. Price adjustments are permitted only through Consumer Price Index formula or Federal Minimum Wage increases, subject to HHSC approval.

Minimum qualifications are five years of relevant experience, active registration with the Texas Commission on Environmental Quality (TCEQ) Sludge Transporter Program, and three verifiable references for similar services within the past three years. Insurance requirements include workers' compensation ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000).

The contract term runs September 1, 2026, through August 31, 2027, with no renewals but one optional one-year extension at HHSC's discretion. No guarantee of volume or compensation is provided. The optional on-site visit is August 10, 2026, at 10:30 a.m. Questions are due August 13, 2026, at 5 p.m.; responses post August 18. Evaluation is based on ability to meet requirements, performance capability, and price, with award to the bidder offering best value, not necessarily lowest price. Award is contingent on HHSC Executive Commissioner approval.
