About this opportunity
The Brazos River Authority is requesting sealed bids for sludge hauling and liquid waste disposal services across four Sugar Land Wastewater Treatment Plants, with bids due August 20, 2026 at 10:00 a.m. and public opening at 11:00 a.m. via YouTube livestream.
The scope covers sludge hauling from four plants—North Plant (estimated 6,500 tons annually), South Plant (6,500 tons), Greatwood Plant (840 tons), and New Territory Plant (1,200 tons)—and backup liquid waste hauling via vacuum truck in the event of extended belt press failure. All sludge hauling must be self-performed by the contractor; subcontractors, brokers, and third-party haulers are prohibited unless they are wholly owned subsidiaries identified in the bid. The contractor must be registered with the Texas Commission on Environmental Quality for sludge hauling and must provide all required documentation for the annual sludge disposal report.
Pricing shall be quoted on a per-ton basis for sludge with a separate per-gallon rate for liquid waste hauling. Payment is monthly upon invoice submission supported by landfill weight tickets, with anticipated payment within thirty days. The contract commences upon execution for an initial one-year term with potential renewal for up to four additional one-year periods, totaling a potential five-year term. Insurance requirements include General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Workers' Compensation (statutory), Automobile Liability ($1,000,000), Employers' Liability ($1,000,000), and Pollution Liability ($1,000,000).
Questions are due August 7, 2026 at 4:00 p.m. through BidNet Direct. The award will be made to the lowest responsible bidder. The BRA is tax-exempt and may terminate the contract for any cause without penalty or liability.
