About this opportunity

Pennsylvania Western University - California Campus is seeking a single contractor for a comprehensive slate roofing and porch repair project through a competitive bid process. The procurement involves slate roofing repairs and restoration across five university buildings: Kara Alumni Hall, Eberly Hall, Herron Hall, Vulcan Hall, and Watkins Hall. Specific work includes replacing broken and damaged slate shingles, conducting structural framing and balustrade replacements, reinstalling entablature, repairing columns, installing new soffits, regrout slate paving, and applying new roof coatings over existing SBS membrane roofing. A mandatory pre-bid conference and site visit is scheduled for March 11, 2025, at 1:00 PM, located at Dixon Hall in California, PA. Electronic bids must be submitted through PASSHE's ARIBA Sourcepoint by 2:00 PM EST on April 3, 2025, with bidders required to complete a free online registration process to access solicitation documents and submit proposals.

The solicitation does not explicitly specify set-aside designations for disadvantaged business enterprises or minority-owned businesses. Bidders must register on the PASSHE ARIBA Sourcepoint platform, which provides bid privacy and procurement process streamlining. While specific budget ranges are not disclosed in the documentation, the comprehensive nature of the roofing and porch restoration project suggests a potentially significant investment. The procurement is structured for a single general construction contractor responsible for furnishing all labor, materials, tools, and equipment necessary to complete the project to the university's specifications. Interested contractors must demonstrate capability to perform complex restoration work on historic university buildings, including specialized slate roofing techniques, structural repairs, and coating applications. The bid will likely be evaluated based on technical expertise, demonstrated experience with similar institutional restoration projects, compliance with specifications, and overall project approach.
