About this opportunity

Washington Township in Franklin County, Pennsylvania is seeking sealed bids for the Skiway Avenue Bridge Superstructure Replacement project, to be submitted online via the PennBid Program by 10:00 A.M. on Wednesday, November 12, 2025. The procurement involves a comprehensive bridge replacement, specifically targeting the superstructure of the Skiway Avenue Bridge (T-808) over Red Run, which will be replaced with a new single-span, composite steel I-beam bridge. The project requires a complete replacement of existing bridge components, including structural elements like beams, deck, bearings, and barriers, with a clear roadway width of approximately 17-1/2 feet. Bidders must provide a bid bond or certified check for 5% of the maximum bid and demonstrate qualifications to perform the work. The contract time is set at 180 calendar days, and the project is subject to the Pennsylvania Prevailing Wage Act. C.S. Davidson, Inc. has been authorized to open bids on behalf of Washington Township, with the contract to be awarded at a regularly scheduled township meeting.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. All bidders must comply with federal E-verify program requirements, specifically for public works contractors, with additional documentation needed for contracts over $25,000. Bidders are required to verify employment eligibility of all new hires within five business days of their start date and must be enrolled in the E-Verify Program. While no specific incumbent vendors are mentioned, the project involves detailed technical specifications for materials, construction methods, and structural components, including precise engineering standards for steel beams, concrete, elastomeric bearing pads, and reinforcement. Washington Township reserves the right to accept or reject any bids and may adjust project scope to meet available finances. Though a specific budget range is not provided, the comprehensive nature of the bridge replacement suggests a significant infrastructure investment for the county.
