About this opportunity

The Wisconsin Department of Natural Resources (DNR) has issued a procurement opportunity for the Skinner Creek Road Resurfacing Project located in Rusk County, seeking a contractor to complete road rehabilitation work within the Flambeau River State Forest. The project involves hauling and spreading approximately 5,680 cubic yards of gravel along a 3.3-mile section of Skinner Creek Road between Highway M and the Rusk County Forest boundary. The contractor will be responsible for obtaining gravel either from the DNR's Price Creek Gravel Pit stockpiles or from an alternative non-DNR source, and must provide their own loader for material transportation. Key project requirements include complete road surface grading, spreading and compacting gravel, and managing project-related traffic control, with the road to be fully closed during construction. The solicitation was posted on September 9, 2025, with bid responses due by September 23, 2025. Contractors must independently manage signage and ensure proper road surface preparation and gravel placement according to project specifications.

No specific set-aside designations or enterprise restrictions were explicitly mentioned in the contract opportunity. The project does not indicate preferences for disadvantaged business enterprises or specify minimum qualifications beyond the ability to complete the described road resurfacing work. While a precise budget range was not provided, the scope suggests a moderate-scale infrastructure maintenance project requiring specialized road construction and gravel placement capabilities. The DNR will be responsible for the gravel material if sourced from their stockpile, but the contractor must handle all logistics of transportation, spreading, and compaction. The project's geographic focus is exclusively within the Flambeau River State Forest section of Skinner Creek Road in Rusk County, Wisconsin, indicating a localized infrastructure improvement initiative.
