About this opportunity

The Virginia Community College System Shared Services Center is requesting proposals on behalf of Laurel Ridge Community College and the broader VCCS network for skilled trade maintenance, repair, and on-demand services under RFP VCCS-LRCC-27-113725, with proposals due August 27, 2026 at 4:00 PM. A 42 percent small business procurement goal applies, and DSBSD Certified Small Business status counts as 20 percent of the evaluation score — a material weighting that favors qualified small-business vendors.

Vendors are not required to provide all skilled trades and may specialize in specific areas. The scope includes HVAC maintenance and repair, plumbing, electrical work, roofing, carpentry, elevator maintenance, flooring, masonry, arborist services, waterproofing, and other specialized trades across all Laurel Ridge Community College campuses. All contractors must hold current DPOR licenses appropriate to their trades and maintain workers' compensation insurance, general liability coverage ($1 million per occurrence / $2 million aggregate), and employer's liability coverage ($100,000).

Evaluation criteria are: Qualifications, Relevant Experience, Capabilities, and Capacity (30 percent); Proposed Methodology and Plans for Providing Services (30 percent); Proposed Pricing (20 percent); and DSBSD Certified Small Business status (20 percent). Pricing must include firm unit prices for labor broken down by classification level and time type (standard, overtime, holiday/emergency); materials are provided at cost plus percentages for parts only, with cost-plus pricing prohibited for labor.

The contract term is one year with five optional one-year renewal periods. All proposals must include a Small Business Subcontracting Plan and are limited to 75 typed pages. Questions are due August 13, 2026 at 5:00 PM directed to Elizabeth Halstead at ehalstead@ssc.vccs.edu. Submissions are electronic through eVA only; oral inquiries are not accepted. The Commonwealth reserves the right to conduct pre-award site visits and oral presentations at no cost to offerors.
