About this opportunity
Palm Beach County, Florida issued Request for Quotation (RFQ) #070819-26/KM for the purchase and delivery of four complete skid units designed for water and foam application during prescribed burning operations and wildfire response. Each skid unit assembly must include a 300-gallon water tank (UPF Defender 3E or equivalent), engine/pump unit (Honda GX390 or equivalent), hose reel (Hannay Model SBEF24-23-24 or equivalent), Class A foam proportioner system (Darley, Odin Foam Division, ATP Foam Flurry or equivalent), and associated plumbing components mounted on a truck bed-compatible frame not exceeding 96 inches in length and 48 inches in width for operation on uneven terrain during prescribed burning operations on remote forestlands. All quoted prices must represent single, fixed amounts including all labor, materials, transportation, supervision, and equipment necessary for complete and ready-to-operate delivery to Palm Beach County Fleet Management at 2601 Vista Parkway, West Palm Beach, Florida 33411, with delivery required Monday through Friday between 7:00 A.M. and 3:00 P.M., with 24-hour advance notice. Quotations were due August 16, 2019 at 4:00 P.M. local time via fax or email, with all quoted prices remaining firm for ninety days from opening date to allow for evaluation and award. Award was to be made on an all-or-none, lowest responsive and responsible quoter basis. All equipment must be new, of current manufacture, and include factory/manufacturer warranties of minimum one year with complete operator manuals, service manuals, maintenance instructions, and parts lists provided at delivery. Quoters were required to be registered in the County's Vendor Self Service (VSS) system, with all subcontractors also requiring registration.
The solicitation included provisions for Small/Minority/Women-Owned Business Enterprise (S/M/WBE) participation with applicable goals and required submission of completed Schedule 1 and Schedule 2 forms documenting all subcontractor participation. A local preference of 5% was available for quoters with a permanent place of business in Palm Beach County, requiring submission of a valid Business Tax Receipt and Certification of Business Location. No incumbent vendors or existing contractors were identified in the documentation. The RFQ did not specify a total budget range or award value; pricing was to be evaluated based on individual quotations received from responsive and responsible bidders meeting all technical and administrative requirements.
